In autumn 2024, the Government outlined the three shifts they will be prioritising as part of the plan:
- Hospital to community
- Analogue to digital
- Sickness to prevention.
The RCGP is supportive of each of these aims and believes, if well implemented, they have the potential to significantly improve care in general practice.
RCGP response to the 10 Year Health Plan consultation
In December 2024, we responded to the Government’s consultation setting out our vision for these three shifts. This followed a series of workshops with our members, and an external stakeholder roundtable including representatives from range of key organisations across the primary and community care sector.

We have also widely promoted our messages on what we would like to see in the plan via the press, on social media and in meetings with key decision makers:
- In December, our Chair, Kamila Hawthorne wrote an op-ed for GPonline summarising our consultation response.
- In February, Kamila wrote another op-ed for the Telegraph outlining how we think the NHS can be fixed and reflecting our consultation response.
- In March, we fed into a BBC Panorama programme on the plan which cited some of our research about GP pressures.
- In April, our President, Richard Vautrey, spoke to the BBC for an in-depth BBC piece on the plan.
Implementing an effective 10 Year Health Plan to improve patient care – RCGP recommendations
With the plan expected to be published in late June or early July, this paper summarises the RCGP’s key recommendations to Government and regional decision-makers as they refine details about how the plan will be implemented over the coming months and years.
