Introduction to the Award
The link between the Royal
College of General Practitioners and the Ukraine Ministry of Health
began in 1993 when a formal agreement was signed that was designed
to facilitate the development of Family Medicine in Ukraine.
Since that date, the
development of Family Medicine in Ukraine has grown from strength
to strength and, although the International Committee of RCGP
decided that their contribution had reached its maximal input, the
link programme was taken over by RCGP Scotland, with a formal
Memorandum of Understanding being signed in Kiev, Ukraine, in
October 2007. This brought together RCGP Scotland and the
Ukraine Association of Family Medicine in the establishment of a
Travelling Fellowship, designed to take forward any previous work
into a second phase of development. This second phase
consists of two major components:
- The development of therapeutic
guidelines in Family Medicine, and the measurement of their
potential impact upon the health and healthcare of Ukraine
citizens. This work is carried out with the collaboration of The
Scottish Intercollegiate Guideline Network (SIGN).
- The development of vocational training for
Family Medicine in Ukraine, specifically in the development of an
educational programme, which includes assessment methods, and a
programme to train the future trainers within the programme.
Value of the Award
RCGP Scotland now calls for notes of
interest in these areas. RCGP Scotland will provide
financial support up to the value of £1,000
(annually) to allow a Scottish General Practitioner to
travel to Ukraine to facilitate development in either of the above
two areas of interest. The financial amount will adequately cover
the costs of the flights and subsistence within
Ukraine for a period of up to 10 days, although
hospitality will, in part, be provided by the Ukraine Association
of Family Medicine.
Please note, payment of the award is made
retrospectively upon receipt of satisfactory proof of expenses
incurred in undertaking the visit, together with a report on the
visit. In certain circumstances, advance payments can be made
to book flights, etc. No reimbursement is available to cover
the costs of locums.
Who can apply?
The award is open to any
General Practitioner practicing in Scotland, who is a member of
RCGP.
The Travelling Fellowship
Award provides an excellent opportunity for those interested in
International Health and Healthcare to explore the concepts, and
would be an ideal situation also for those who wish to pursue an
interest in Medical Education.
Initially, the early work
within the Travelling Fellowship will be based in Kiev, but
enquiries will be considered from those wishing to travel to other
parts of the country.
Application Criteria
Prior to the visit
Applicants must demonstrate a clear aim for
the time overseas and will be expected to provide a short
motivational paper explaining –
- why they are interested in the project;
- what they feel they can offer;
- what value they place upon the Fellowship in
relation to their future practice;
- a financial plan for the visit.
After the visit
At the end of the visit, the successful
applicant will be required to produce a report outlining the
activities, specifically the achievements and lessons learned,
which may influence –
- the doctor’s own practice or locality;
- the teaching of General Practice within
Scotland; or
- any shared research opportunities that have
arisen as a result of the visit.
Administration of the Award
The awards are administrated by RCGP Scotland. The Chair,
Deputy Chair Policy, Deputy Chair Business & Finance, and Head
of RCGP Scotland will make the final decision. The successful
candidates will be announced at the RCGP Annual General Meeting
held in November each year with the successful candidate able to
travel to the Ukraine thereafter.
