Tooke Review Recommends Broader Training for Doctors

 

Sir John Tooke has published the interim report from the independent inquiry into Modernising Medical Careers (MMC) - the programme established to reform postgraduate medical education. It calls for doctors to undertake more years of broad training before following a specialist route and makes recommendations on areas such as workforce planning, policy development, and the structure of postgraduate training. To coincide with this document, the Government has announced that deaneries will undertake their own recruitment for specialty training in England for 2008 and that start dates will be staggered.

Commenting on the report Professor Steve Field, RCGP Chair-elect, said: “We welcome this detailed and comprehensive report into the MMC, which we feel is very good news for general practice.  We are particularly pleased with the report’s recommendation to extend the length of training in general practice from three to five years, bringing the UK into line with other medical specialties and also other developed European countries; the College has been particularly keen to see this happen for a considerable time. We will be consulting on our response to the rest of the report’s recommendations in due course.”

 

GP Practices Get Better Access to Psychological Therapies

 

Health Secretary, Alan Johnson, has announced a £170 million investment in psychological therapies to provide better support for people with mental health problems such as anxiety and depression. Building on two demonstration projects, the Government will roll out psychological therapies to twenty new areas in 2008, before increasing services to cover the whole country. The new funding will enable 900,000 extra people to be treated for mental health disorders and all practices to have access to psychological interventions.

 

The College is in full support of the proposal, and urges the DH and PCTs to work closely with GPs to ensure these treatments are available to patients visiting surgeries.

 

RCGP Launches Clinical Innovation and Research Centre

 

The RCGP has launched its new Clinical Innovation and Research Centre (CIRC) to help bridge the gap between research and day-to-day clinical practice. It will improve patient care through clinical effectiveness, quality improvement and research initiatives linked to GP education, training and continuing professional development. The CIRC integrates the College’s existing Clinical Task Groups with the Birmingham Research Unit (BRU) and the National Collaborating Centre for Primary Care (NCC-PC).

Presentations from Annual National Primary Care Conference Available Online

 

The College received a lot of positive feedback from delegates at its first Annual National Primary Care Conference (held at the Edinburgh International Conference Centre on 4-6 October 2007). Presentations can now be downloaded from the conference website, and are listed by day, and then by plenary sessions, concurrent streams, short papers and fringe meetings. The next conference will take place at the Bournemouth International Centre from 2-4 October 2008 and can booked at 2007 prices up to the end of December.

Consultation on the Deprivation of Liberty Safeguards in the Mental Capacity Act

 

Views are being sought on a code of practice and supporting secondary legislation following the introduction of deprivation of liberty safeguards into the Mental Capacity Act 2005. The Ministry of Justice has published a series of consultation documents and comments should be sent to consultation@justice.gsi.gov.uk by 2 December 2007.

New Commission for Equality and Human Rights

 

A new commission for equality and human rights (CEHR) has been established following the merger of the Equal Opportunities Commission, the Commission for Racial Equality, and the Disability Rights Commission. It brings together the work of all the three organisations, with additional responsibility for other aspects of equality, such as age, sexual orientation, religion or belief, and human rights. It has the power to develop codes of practice and monitor employers to ensure they comply with current legislation.

Doctors’ Responsibilities and Death Certification

 

Sir Liam Donaldson, Chief Medical Officer (CMO), has sent a letter to all GPs addressing concerns about the under-reporting of healthcare associated infections (HCAI) as a cause of death. It reminds doctors that entries in certificates should reflect their best assessment of the cause of death, especially when a patient had an HCAI during their terminal illness.

New GMC Registration Framework

 

The General Medical Council (GMC) will implement a new registration framework on 19 October 2007 to assure public protection and equality of treatment for doctors. Limited registration will be abolished – a category that currently applies to international medical graduates (IMGs) only - enabling them to apply for provisional or full registration.

GP Clinical Advisers Sought by Parliamentary and Health Service Ombudsman (PHSO)

 

The PHSO is seeking GPs (practising in the NHS) to provide expert advice on medical issues raised in complaints in England. Key responsibilities of the Clinical Adviser post include:

  • The initial assessment of complaints
  • Advice on aspects of clinical care
  • Decisions relating to the need for, and securing of, additional professional expertise
  • Ensuring all findings, conclusions and recommendations are appropriate

New Monthly Bulletin on Safe Use of Medicines

 

A new monthly bulletin - Drug Safety Update - has been published by the Medicines and Healthcare products Regulatory Agency (MHRA). It provides clinical advice on the safe use of medicines and is aimed at all UK healthcare professionals.

Change to Clopidogrel Pack Size

 

Sanofi Aventis has increased the pack size of Plavix (clopidogrel bisulfate) from 28 to 30 tablets. The Dispensing Doctors’ Association (DDA) has issued a reminder to dispensing practices about this change.

New legislation requires all manufacturers to test Patient Information Leaflets (PILs) to ensure they help people use their medications safely and effectively.  To share best practice and promote the new initiative, a series of examples PILs are available on the MHRA website.

New Guide to Healthy Workplaces

 

NHS Employers has issued advice on a range of workplace health issues including bullying, discrimination, needlestick injuries, sickness absence, and alcohol abuse. The “Healthy Workplaces Handbook” consists of 45 chapters and is the definitive resource on staff health and welfare in the NHS.

Physical Activity Pilots Launched in London Surgeries

 

The DH has launched a new physical activity pilot, in partnership with Natural England and NHS London, at eight surgeries across five London PCTs (Islington, Wandsworth, Southwark, Tower Hamlets and Haringey). As part of the scheme, GPs will measure patients’ physical activity levels via a questionnaire and support them in undertaking more exercise. Patients will receive a 'Let's Get Moving' pack - which includes a personal exercise plan, information on local activities, a map of local parks and open spaces, and diet and exercise advice. GPs will monitor progress at three and six months. The pilot is aimed at sedentary adults aged, 16-74, who may also have diabetes and cardiovascular problems. If successful, further London practices will be recruited into the pilot.

Funding for Personalised Adult Social Care

 

The Government has announced that NHS funding will be increased by 4% a year in real terms (from £90 billion in 2007/2008 to £110 billion by 2010/2011) as part of its 2007 Comprehensive Spending Review (CSR). Extra investment for personalised adult social care has also been outlined. Relevant parts of the CSR report are chapter six (NHS funding) and Annex D2 (DH report).

First Edition of “Mental Health Promotion Wales” Newsletter

 

The first edition of “Mental Health Promotion Wales” - the quarterly newsletter from the All Wales Mental Health Promotion Network - has been published by the Wales Centre for Health. It introduces the Network formed and outlines its plans. Future editions will include in-depth interviews with the Network Board (focusing on their particular areas of interest); current information on public health matters; reports on promising practice in Wales; and an update of progress on the implementation of the Mental Health Promotion Action Plan.

Patient Leaflet on SIGN Guideline Development

 

A new leaflet for patients and carers, explaining how guidelines are developed, has been published by the Scottish Intercollegiate Guidelines Network (SIGN). Statistics on Drug Misuse, Community Care and Occupational Therapists’ Assessments

 

The Department of Health, Social Services and Public Safety (DHSSPS) has published three sets of statistics this week on drug misuse, community statistics (including home help) and assessments by community occupational therapists. These can be downloaded from the DHSSPS website.

Increasing Awareness of Mental Health and Well-Being

 

A new campaign - Your Mental Health - has been unveiled in Northern Ireland to increase awareness of mental health and well-being. It was developed by the National Office of Suicide Prevention in the Republic of Ireland and was simultaneously launched by the Minister of State, Dr Jimmy Devins, in Dublin.

Update on the Review of Public Administration

 

Health Minister, Michael McGimpsey, has issued an update on the structural changes for health organisations outlined in the Review of Public Administration. He expressed the importance of ‘getting it right’; confirmed that the five Health and Social Care Trusts and the Ambulance Service will remain largely unaltered; and stated that further changes are unlikely before April 2009.
